Proper test of outputs from region model #222

Recent experience (e.g. #221 ) could have been avoided with a proper test of the regional parameter estimates... Should not be hard to code an example and test using expect_equal()

Data for regions in the UK has been added. This could be used with Unicorns to run a test.
