minor fixes to vignette and occDetFunc #262

  1. Minor fixes made to vignette and latest vignette added to website

  2. Direct detection of JAGS installation

  3. minor change to occDetFunc - removal of region aggregates that contain regions with no sites is defaulted to FALSE

  4. Warning returned when the Frescalo cannot calculate the phi value instead of error
