Hi, I have the issue on Win 10, have you found a solution yet? It does not happen to all video files, mp4 works fine but with a webm file, I get that flickering window and high CPU usage.
I did! It's discussed on the bottom of this page on RB's bugs/issues thread. The API misplaces a forward slash. Until they fix this, I'm not really sure what to do.

Bug description
Some webms show nothing but a screen that flickers black and white when opened. I can see the webm's thumbnail, and can view the webm with no problem when downloading it and opening it in Windows 10's media player. On the log tab, a blinking webm creates several lines of whitespace.
Steps to reproduce
Some webms flicker, while others play as normal. The only difference I can find is that any webm with a height of 1080 works fine, while it is a toss up between flickering and normal for any other resolution. A normal webm can have the same resolution (eg. 1280x720) as a flickering image. Of the boorus I have tried, realbooru, e621, and rule34.paheal have this problem, while danbooru, gelbooru, and rule34.xxx do not.
Expected behavior
When opening a webm in grabber, a webm should play as normal.
