Hello,
Yes, yande.re is indeed a totally NSFW 18+ website. However, safebooru.org is
totally safe and behoimi.com only has questionable images (light clothed
girls), nothing hardcore.
If you are looking for totally safe images, you should add "rating:safe" in
your searches on Danbooru-based boards (Gelbooru-boards support it too). This
way only safe images should be shown, even on "NSFW"-marked boards.
I will update the info on the website and set yande.re as NSFW, as it should be.

So I would put every source and put "rating:safe" tag along with I want.

Putting every source is not a good idea, you should stick with only Danbooru
and Gelbooru-based boards. Shimmie and others don't support it.
You can of course put two tags in your search. For example "sailor_mercury
rating:safe". Just use a space as a separator. There should be some brownish
auto-completion and coloring for it.

How strict are Questionable images?

And does konachan works? If doesn't, it's not a problem, I can log in and get
picture by picture, using the Safe Mode website.

rule34.booru -> theorically yes, but I don't advice you to use this source if
you're looking for safe for work pictures, as the website itself is kind of
NSFW by nature. You might not consider "safe" what they say is "safe" (because
there is technically no nudity or whatever)
Actually, in the "Sources" window, you should see a little icon and/or text
(depending on your settings) besides the URL: those saying "danbooru" (brown 3D
square) or gelbooru (blue G) support the "rating:safe" tag.
Konachan also works with "rating:safe". Actually, their 18- safe version might
just add the "rating:safe" tag automatically.

Questionable images may contain:
Cameltoes and wedgies.
Apparent erect nipples.
Sexually suggestive acts (sucking suggestively on hotdogs, etc).
Exposed areolae, nipples, or breasts.
Erections under clothes, sex toys not being used, toys hinted at or hidden under clothes.
Mild sexual content (ear biting, breast grabbing, saliva-swapping, etc).
Pubic hair (while the rest of the genitals remain hidden), non-blatantly exposed genitals, full frontal nudity without additional "action" or bodily fluids.
Implied and hinted at sexual acts.
Actual intercourse, if portrayed in a restrained and tasteful manner (this can be tricky and is necessarily a judgement call, but if it concentrates on the act and omits anatomical details, it's likely okay)
Implied or obscured bodily fluids (someone sitting on the toilet, somewhat wet panties, etc. Again, this is a judgement call)
Bondage, spanking and more general BDSM activities without insertion or bodily fluids.
Other assorted erotica, as long as it doesn't cross the porn line. While rather hard to define precisely, the basic test is that of intent -- does it show just to show sex, or is it rather as a part of some other, normal human activity?

Ok about the questionable, so the questionable does also show nude (which I
don't want). Anything with clothes is what I'm looking for (with some
exceptions).
Does questionable images contain safe as well? They're in clothes but still
have some explicit content. Like "rating:safe rating:questionable"?
I have an image that a friend of mine got for me (in Sankaku Complex) that is
questionable, that just shows the girl lifting her skirt and showing her
panties. Her name is Irisu Kyouko, I don't really have the link, since he
packed up in a zip.

Questionable contains few full nudity, and even less exposed genitals. If you
want absolutely zero nudity, you could use the "-nude" tag (which means "no
nude"). But you would still find partially nude images. Questionable is between
"safe" and "porn", so I don't think you can extract a specific set out of it.
Many questionable images have full clothes but depict sexual behavior or
situations. I find the name, "questionable", very well found, as it's very hard
to define it.
For your other question, "rating:questionable" does not contain "rating:safe".
You can look for both at the same time using "-rating:explicit" (posts that are
not explicit, therefore either safe or questionable).
If you are talking about this image:

it is considered questionable as it isn't a "innocent" behavior.
I think you could filter non-nude images out of questionable images using stuff
like "-nude -topless -bottomless -rating:explicit" but you could still find
wrong results, and danbooru has a 2 tags limit (other boorus don't have it).

Thank you for your comment. Yes, I do agree that tags aren't 100% accurate.
I'll see what I'll do, maybe I do those websites but only with rating:safe (the
ones that support).
Yes, that was the picture (I'm kinda surprised that you already have found)
[maybe it's because the minority of pictures of her].
I have another question. I think the Yande.re has a safe mode, I once logged in
(after registration), and I haven't saw any pictures that are explicit. I think
I turned on "safe mode" after I registered, it has been some years so I don't
remember.
