Data quality recording #24

In situations where we have data that is more limited than the indicator definition, how are we recording this? E.g. and indicator might be for 'all ages' but we only have data for ages 18+. We would need to record this difference.

Add a new entry to the Data Quality table, and use this as a flag for that indicator.
