Modified functions to fix DataQualityID #31

Modified both functions to calculate crude & age-standardised rates, fixed DataQualityID field to include 1 & 5. The latter for when the Denominator field is 0.

Can we close this pull request, I'm submitting a newer request for the new changes I made to the R scripts.
