Completed LARC Indicator (IndicatorID = 23) for Birmingham #5

In the OF tables this is based on FingerTips indicator 92254 (Total prescribed LARC excluding injections rate / 1,000). However, we only have GP data for LARC. Therefore, the indicator is more accurately matched to (GP prescribed LARC excluding injections rate / 1,000).
