Implement rubber banding for multiple selection in widget layout editor #464

---Migrated from Sifter - Sifter issue 482--- Clicking and dragging in "empty space" (i.e. not on a widget) in the widget layout editor should create a "rubber band" which can be dragged around a one or more widgets to create a multiple selection.

It will then be possible to perform specific operations on a group of selected modules see

we've decided not to do this in the near future, as it's already possible to lay out widgets fairly well using the layout & margin system, so I'm setting milestone to 'none'
