PRD: User guide to on-chain governance `Story` #1102

Background

Since on-chain governance will change the way the community submits, views and votes for proposals, it is important for DeFi Scan to provide information that guides users towards a better and more effective governance experience.

Requirements

A page titled "DeFiChain On-Chain Governance" with the following components:

  1. Background
  2. What has changed?
  3. How to submit a proposal
    1. Overall submission process
    2. Reddit proposal format
    3. How to verify a proposal on Scan
  4. CTA: Get started

@ngyingzhong: There are no 'area' labels on this issue. Adding an appropriate label will greatly expedite the process for us. You can add as many area as you see fit. If you are unsure what to do you can ignore this!
