feat: CodeForces Normalization and Leadeboard update based on score #10

[x] leaderboard ranking based on the normalization of Codeforces and CodeChef rating

Also right now project structure is not organized a bit. So I need help with that part. And can we have some functions in utils.js also the name of the scrap.js file seems irrelevant we can change it to leaderboard.js?
