[FEATURE] Link to issue templates from wiki pages #73

Is your feature request related to a problem? Please describe. It's too many steps to open an issue; the inconvenience makes it harder for Void Sea Philly members unfamiliar with Git to open issues, request changes, and overall contribute to the wiki and website.

Describe the solution you'd like

  1. Landing page layout (except PC) -> add links to issue templates: "add new stub" or "update stub"
  2. Default wiki page layout -> add link to issue template: "update wiki page"
  3. PC landing page -> add link to issue template: "add new PC"

Extension: Create an issue template for adding user-submitted story content (e.g., session recaps/fluff/backstories/etc)
