This PR forks the v2 branch of API routes into a new v3 branch. It makes no changes other than that.
This PR is in-line with team discussions to add new features. This new v3 route will let us add support for things like the Java indexer and Ninsight without impacting the backwards compatibility of in-production v2 routes.
