Add c= LSP spec status

Hmm, recently I was thinking of removing the whole "Services" section in the readme because lots of nodes are now running LSPS1 and I don't know how we can present a neutral list here.

What do you think?

I'm supportive of many LSPs across all of the specs, just was looking at this page recently and thinking "huh we should probably get around to actually filling this in." Might be worth keeping just to up the fomo factor in that regard :)
