Adds a /newsletter page to the site #974

This uses the draft copy the Google Doc in #967.

I also replaced newsletter links in the site that went to Substack, to instead link to this new page.

The new page is also an item in the main nav. We now have 5 links there, so I think we're OK. If we keep adding more, at some point, we should revise.

Feedback appreciated, as always.
