Auto release #13

Update scripts to use Modified date of xlsx to generate tag and create release. To do this Deploy Keys will probably be required due to the recursive limitation on actions.

The release should not be created until build have passed.

There is also a need to generate proper Release messages.

With e813890b65c2aa26012c1f7c61366260befa3971 tags are now automatic.
