This is not Platform.sh cache, because I'm logged in as an editor or admin. Clearing Drupal cache fixes the issue.
Luckily this is using an Entity query and not a view, so it should be as simple as adding the appropriate cache tag to the render array https://www.drupal.org/node/3107058.
