Blurbs are now in an unordered list, instead of a div.

Some of the images are slightly larger — ex: Educating the public vs Delivering Digital Communications for Food Security. On live there's a fixed height and styles to make them all the same. We should avoid this pattern and set consistent images by default to avoid warping and/or blurriness on small screens.
The first item will always be full width.
