Closes #23.

Summary

Creates a initial templates for bug reports and feature requests. Issues follow this GitHub guidance.

I've also updated references from dev → main in CONTRIBUTING.md.

Templates follow examples set in USWDS; https://github.com/uswds/uswds/tree/develop/.github/ISSUE_TEMPLATE.
