Prototype BookStack version of Methods site

Goal: Determine if moving to a new framework for the Methods content is worth the effort in terms of making it easier to manage content and the site overall moving forward.

Questions:

• Is the limitation on hierarchy an issue?
• What if we migrate this into a larger system?
• How do we feel about design limitations?
• Can we use USWDS with it?

Scope:

Not migrating the whole thing. Something like this:

• A few sections
• A few methods within each section
• A couple pages

Reporting & Assessment:

• What do we lose by going with this approach?
• Is it more accessible to team members (in terms of contributing)?
• How much does it simplify the codebase and content management?

Update this issue to prototype with BookStack instead of JustTheDocs. This is a tool the technology is already experimenting with and seems very similar.
