Set up event project as presentation template

Goal: Convert this project to a reusable presentation template, so we can quickly and easily build new presentations as needed.

• [x] Add readme with instructions
• [x] Add license
• [x] Replace event-specific content with placeholder content
• [x] If time, think about how to incorporate "presenter notes" If time, coordinate with desktop document templates
• [x] Publish release notes
