Translation of CHS and CHT #2

Hello, Mr. Black Shark, I have done the Chinese translation of CHS and CHT for WC3. By the way, let me tell you that there are many errors reported in this plug-in, which makes the plug-in unable to compile normally.

I know it's not compilable. Right know the plugin depends on a PKHeX.Core.dll that's based on the latest commits. This will be fixed once the next stable version of PKHeX gets released and the NuGet packages are available. I didn't want to push the PKHeX.Core.dll to the repo, so for now you need manually provide it to the project folder.
