Create the initial build system

I suppose future adjustments will be needed, but for now, we can get going with this

What should work:

Build on Linux using GCC
Build on Linux using clang
Build on MSYS using GCC (MinGW32, MinGW64)
Cross compile on Linux, using GCC, target "x86_64-w64-mingw32-"

What is not yet implemented:

MinGW clang support
