Basic rendering engine #6

I would like to have a rendering engine. This doesn't have to be complete (e.g. render the full game).

Mandatory subtasks are:

[x] Choose between 2d (SDL) or 2.5D (Raw OpenGL calls).
[x] Create the window
[ ] Render a grid of tiles
[ ] The ability to translate screen pixels to tile positions

Optional subtasks include:

[ ] Highlight tiles you hover over
[ ] Animated tiles
[ ] Moving the camera
[ ] Zoom

We have chosen to use SDL and no OpenGL
