Managing old locked issue tickets #4339

The following issue tickets are opened and blocked:

3572 -> can it be closed? All the mentioned packages are reported in broken list
3338 -> to be closed?
2842 -> Probably better if add it on README.md or move to Discussions?
2759 -> cmsscanner and python-boto not in broken list
