Check framework files

We need to check the remaining files located in the framework subfolder to see if they are needed or not. Here's a list:

• [ ] charsets_table.php (included/used in functions-utf8.php)
• [ ] class.order.php (methods can be moved to a helper)
• [ ] class.wbmailer.php (already completely empty)
• [ ] date_formats.php (includes interface/date_formats.php which is no longer there!)
• [ ] functions.php (some methods are already moved, some are left)
• [ ] functions-utf8.php
• [ ] module.functions.php (should be moved to a helper)
• [ ] time_formats.php (already rewritten, check if it can be removed)

Already completely rewritten (only there for backward compatibility with WB):

• class.admin.php
• class.database.php
• class.frontend.php
• class.wb.php (some methods left)
• frontend.functions.php (some methods left)
• initialize.php

Must be kept:

• wb2compat.php

All those files will be gone in BC2 as we drop WB compatibility.
