Reverted Royal Hadean ODF change and moved to script

As requested, the ODFs for the Royal Hadean units have been pushed back to their original state and the Lua script has been updated to give the Royal Hadean ships Cerberi weapons.

Closed until a decision has been reached about whether this change should be in the ODF or in the FCXX mission script.
