Allow dwarves to see in the dark

Closes #1113 This change gives dwarves the same amount of night vision that elves currently have, as well as updating the description of dwarves to reflect that they can see in the dark instead of saying they have poor vision.

Why It's Good For The Game

Doesn't make sense that fantasy dwarves, who spend their time in the dark, can't see in it at all. Also most depictions of dwarves have infravision.

I completely agree, can we give dorfs some sorta race exclusive NVGs only they can wear and craft instead? It wouldn't need to be expensive, JUST dorf only. I'd love to see dorfs 'powercreep' in a more dorfish way, instead of just being budget elves - because their stats fucking suck for most shit let's be real.

Also you can now surgically implant goblin eyes into your head for night vision.

Two races having night vision would upset the balance of "Fear the dark" to the species that lack night vision. Just my two cents
