Add feature: Boat ticket event dialog change #2

As you progress through the plot the ticket officer for the docks should change dialog so that you're allowed to go to different places.

Example: Say you're at Drumshaw Pier. Init you'll only be able to go to Carlede, but as you complete the game more options open up (say, going to Justrela or something, or Sarton)

Determined how this will go down. Different docks will have different destinations. Drumshaw can only take you to carlede for example, but some docks will go everywhere. Destinations and prices will be displayed in dock through a sign event. Issue closed.
