Options menu should always stay at the bottom of the screen #26

Currently the options menu is placed at the bottom of the page. When there are many items on the page the user has to scroll down to the bottom of the page in order to access the options menu.

The options menu should be placed at the bottom of the user's screen so that they can easily access it when there are many items on the board.
