when rotating odd number of devs, and last dev is solo and carrying, they dont get a pair ever.
To Reproduce
Steps to reproduce the behavior:
add 5 devs
rotate once
mark one dev in each pair as carrying
rotate
notice last dev will never get a pair.
a. I would like all rows to have an equal chance of getting paired.
Expected behavior
I expect each row to have an equal chance of becoming the solo pair
