[Suggestion] Y-lock option to scaffold #330

The option would consist of a slider where you can choose the y level at which scaffold will work (and only this y level). This is very useful when you are trying to bhop and build highways at the same time. but wihtout scaffold placing blocks while going up )

@BleachDrinker420 you can steal it from my client I don't remember how well it worked though lol

It was a bit buggy, was not working all the time, but the essential was there
