Redesign: Turn down frequency of gambling #839

In general players and myself have noticed the dwarves gambling so heavily it takes quite a while to get anything done. If this is by design, we might want to add some tutorial text suggesting they hire more or whatever.

See the slack discussion - the effect of tasks on boredom can now be tweaked in settings. You'll have to use the console or modify the settings file as there is no intention of exposing this to the player directly. Once it's balanced, we can put the values into the default settings.
