It's not rigging the full Figure #1

Every time I try to rig the mini figure it never rigs the chest piece. I made sure that I was selecting the chest piece but it is still not working. I Have a project for school and I was using your rig and now I don't know what to do please respond soon.

Nevermind I just relized that it was just the model not working with the rig.
