If checking a file that only contains @import statements, there's an exception thrown on https://github.com/paulyoung/bless.js/blob/9a33888a6bfd4bba85d2165e516a7d2512a3d3f7/lib/bless/parser.js#L43
rules is null, since the regex didn't match anything.
