Icy Veins does NOT increase the chance to avoid interruption caused by damage while casting ANY spell by 100%.
How it works:
Its only increasing the haste by 20% but not the chance to avoid interruption caused by damage while casting ANY spell by 100%. Here is a link to a video i recorded last night where you can clearly see how its interrupting polymorph and scorch abilities (PS. How it should work:
