🐛 [Druid] -Mangle Rank(3) + Respec #204

Decription:

Respeccing to feral doesnt always give you the previously learned Mangle Rank 3.

How it works:

Sometimes you only get Mangle Rank 1 despite Rank 3 being the trained rank bought from the trainer previously. So ferals have to go to the trainer to learn mangle Rank 3 again.

How it should work:

If you learned Mangle Rank 3 and put points into the Mangle talent, you should learn Rank 3, not rank 1.

Requires doing another .spec load for this one edge case. Bug deep within spell code, minimal impact to dedicate time to when there's a easy fix and it doesn't happen everytime.
