Fixed #137

[x] I have added the issue number for which this pull request is created.
[x] modified the docker file given by @Pavithratrdev
[x] added compose file to run the site, postgres and pgadmin
[x] the database is setup with the tables specified in schema.sql
[x] added docs to my changes in DOCKER_SETUP.md
