Settlement Clawback Effect on dCurrency #131

To keep the system solvent, the dCurrency tokens should get eradicated by n% if there is a settlement clawback effect for n%. E.g. ALL/LTC contract gaps lower, has a lot of unfilled liquidation orders, 10% of contracts are rekt, the settlement price is 30% lower than the avg. price of those contracts, 3% of sBTC or sLTC positions would be lost to keep the system solvent.

This is done, must be tested but the production work is done.
