RPC for mFile JSON #447

RPC that takes the property id of a contract (if not a contract it returns an err "Err: propertyid is not of a contract") as a JSON.

Until we're more familiar with the default format we'll have to defer on what that should look like, but presumably an array of arrays listing objects containing an address and an amount, for a given property id.
