Servicers definitely do not receive their payment here, but isn't it possible that either the application pays with some stake or the portal pays with some stake?

Definitely have application stake being burned: https://github.com/pokt-network/pocket-network-protocol/blob/main/utility/README.md#315-rate-limiting

Now question is that same thing applies for portals

Making this assumption given how the stake needs to grow linearly with number of delegators
