Ock mayday adjustments

This is a temporary ad hoc workaround for a modified simulation run.

Major Changes:

• all economic assumptions removed from model
• size of default parameter sweep reduced
• only proposal phase and proof race phase have fixed time representatives in sweep

This commit will be reverted once the "no economics assumption" model can be redone.
