Add high availability and reliability metrics #144

Are there plans to add high availability and reliability metrics for network ?

This repo is specifically for the decentralization of the consensus layer, so I don't think this kind of metrics would make sense. However, if you think they might be useful, could you please elaborate on what you have in mind?
