Improvements to Settings scene constraints.

These changes to the storyboard only affect the Settings scene, and change the following behaviors:

• The buttons at the top are grouped with the check boxes.
• The fields at the bottom expand horizontally with the window.
• The window is constrained to only expanding horizontally.
