BUG: Import of Incorrect Tor Auth Info Allowed #134

Trying to use an old iteration of my Gordian Server, Gordian Wallet exported descriptor:x25519: as my Tor3 Authentication Public Key, without the actual token. Importing that to GordianServer should generate an error, but instead reports an import:

descriptor:x25519: was saved to /Users/shannona/.gordian/.tor/host/bitcoin/test/authorized_clients/cWhObaajSv.auth

Verified this is still allowed as of our 1.0.0rc, so keeping it open.
