Integrated bc-ur. #25

Now using bc-ur for UR encoding/decoding. Support multi-part fountain encoding/decoding.

Minor note, after doing make distclean there were three files artifacts that maybe didn't get cleaned up by it:

 Would remove:deps/bc-bech32/
Would remove src/format-bc32 2.cpp
Would remove src/format-bc32 2.hpp

Not a blocker.
