Proposed: BC Transport - Tier 1 Immersive Engineering Wires - Tier 2 EnderIO - Tier 3

Other: MFR - Tier 2.5 Logistics Tubes - 1.5

Immersive Engineering Wires should probably use rolling machine to create wires. Increase BC Transport pipes quantity on craft.

EnderIO wires will be "top" tier as they are loss-less, and the only to be this way. Configuration altered, recipe alterations needed to increase expense / reduce reliance.

Minefactory either needs increased recipe cost or removed from recipe list / nei.

Rewrote mfr cable recipie to use im tier 2 wire and redstone.
