Take the vanilla piston, add RF per activation and power access points on selected sides.

Don't see pistons as being an issue with moving water, its slow which makes pumps a better option for moving volumes. Using it to power a water wheel yields only between 0 and 10 RF/t. Considering increasing the cost of pistons from iron to steel, this way energy systems would need to be setup prior to using this method to lift water.
