Populate the in-memory HeaderList from the local database #76

This was temporarily disabled in https://github.com/Blockstream/electrs/commit/0a1af17f1c0e72a9a3880b631873722a331e2c7c because it was causing "missing block" errors. Should be investigated and turned back on.
