This may involve pseudocode descriptions of "recover" algorithms, but without specifying the exact (de)serialization of data (#5).

Added the pseudocode for encpedpop and recpedpop, but the text should still be improved substantially.

Text can always be improved, but I think this is essentially solved for RecPedPop/ChillDKG, and we don't want it for the building blocks.
