Bls_custom crashes because of undeclared dependencies on other mods

If certain mods aren't switched on bls_custom will crash the game / produce errors.

To test, make a new world with only bls enabled, and its required dependencies moreblocks and lib_chatcmdbuilder

The game should successfully load with no error.
